Reports of this signal started in late 2023. It was first thought that it's a new channel marker from Russia. However, it was spotted on numerous frequencies and it changed frequencies occasionally, so this channel marker theory is unlikely. Some listeners on reddit and UDXF have suggested that this is a military jamming system and the name of such system: Murmansk-BN is sometimes mentioned. Sometimes it has been claimed that this kind of transmission originated from Iran. Some sources indicate that the Russian system has been exported to Iran.

The Murmansk-BN is a HFHigh Frequency (3-30 MHz) jamming system that is designed to disrupt Link-11, HFGCS, various STANAGNATO Standardization Agreement (STANAG), defines processes, procedures, terms, and conditions for common military or technical procedures or equipment between the member countries of the North Atlantic Treaty Organization (NATO). modes and other western and NATONorth Atlantic Treaty Organization shortwave communications.

This signal is FMFrequency Modulation modulated by a 85 HzHertz (Hz), unit of frequency, defined as one cycle per second (1 Hz). sine wave which is also AMAmplitude Modulation modulated at a few Hertz. Because of this it has also been called "Jammer 85" or "Jammer 84". Bandwidth can vary from 2 kHzKiloHertz (kHz) 10^3 Hz to 20 kHzKiloHertz (kHz) 10^3 Hz or more and both interrupted and continuous transmissions exist.

If this is a jammer it can likely use other waveforms to adapt for different target signals.
