Obviously not data, but likely something. My guess would be something like a buoy.

Take a listen to it in LSBLower Side Band Modulation/AMAmplitude Modulation, the carrier next to it seems to suggest a possible ssb voice channel. Regardless, an odd signal to see and hear. reminded me of Distress Radiobeacon (Analog). --Cartoonman (talk) 05:37, 16 January 2016 (NZDT)
