Most likely it is telemetry for pubic transportation. You can also hear it on 173.275 in Salzburg,there it is confirmed that this comes from the so callen "Obus" which is a electric bus. The buses also can controll traffic lights,but I have to find this frequency. For audio communication the are using 173.075 for communication,and 168.475 Mhz But it would be nice to get the name of the used protocoll.
