Unidentified FMCW sounder with irregular sweeps

This is likely a sounder or radar that transmits FMCW sweeps in an irregular manner, with sudden interruptions and changes in sweep direction. One transmission takes about 20 sec.
When this signal was spotted, it operated every 2 minutes, on even minutes, and changed frequency after each transmission.

This signal has appeared on a very broad range of frequencies, at least 9 to 24 MHzMegaHertz (MHz) 10^6 Hz, but the actual range may be even wider.
