This is likely an unidentified OTHOver The Horizon (very long range) radar that was received on 17227 kHzKiloHertz (kHz) 10^3 Hz. It transmits in FMCW mode, possibly 101 or 102 sweeps/sec, 20 kHzKiloHertz (kHz) 10^3 Hz bandwidth.

At some point it switched from continuous transmission to bursting mode, and then back after some time.

This may also be a variant of: HF_trading_link_'120_Hz_FMCW_idle_tone' but radar may be more likely.
