This is a private POCSAG, most likely a hospital or university pager system.
I came across this signal myself as well, near Kingston, NY. Hope I am putting this in the right place... If not please don't hesitate to correct me. Here are some screencaps.
OSWEGO NY strong digital signal[edit]
Came across a similar thing. Signal is very strong picked it up with a 440 mhz antenna inside on 157.740 mhz. I have a video capture of it with audio if anyone is interested.
