You do not provide enough data for an answer. What would help :
- a recording sample
- BW & duration of individual bursts (and between them), frequency spacing...
- clearing up whether this is between iphones or android, information conflicting between the title and your description
- where in the world (frequency allocations between Europe & the US are not the same)
