cropinghigh: - Also, i found very similar signal called TETRA, and tried to decode my signal with TETRA decoder. It been detected, but no data at all. No messages, no voice, only autofreqcorrector messages. Plus, this frequency has been in Russian Frequencies Registry as defined to Radiolocation systems. This probably is radar, but no data in internet about its encoding and name.
