I actually believe the above post too. Could be Ghadir (from Iran), but could be something Russian too. According to public sources the Ghadir and Sepehr radars belong to the same family as the Russian Rezonans-N and Rezonans-NE radars. All similar top HFHigh Frequency (3-30 MHz) / low band VHFVery High Frequency (30-300 MHz) systems.

It's hard to say where this kind of transmission comes from unless direction finding or TDoA location is done. Used transmission parameters could reveal it if we knew what parameters are used by Iranian, Russian etc. radars. But we don't really. This radar uses alternating rep rate like Ghadir is believed to do. But we don't know if Russian systems do as well.

By the way, I recommend taking AMAmplitude Modulation samples of pulsed radars, it produces most useful audio for determining pulse rep rates.
