This is an MFSKMultiple Frequency Shift-Keying-11 mode which is believed to be used by Russian intelligence, military or diplomatic agencies. It has been observed on frequencies used by such Russian agencies but purpose of the signal is unknown. Identification is based on UDXF group logs and i56578-SWL analysis. The signal is similar to CIS MFSK-16 XPB and CIS MFSK-21-13 but is less common. Also similar is Automatic Link Establishment (2G_ALE) but it is not related.

Tone spacing is 250 HzHertz (Hz), unit of frequency, defined as one cycle per second (1 Hz). and the first tone is 650 HzHertz (Hz), unit of frequency, defined as one cycle per second (1 Hz). away from the assumed transmission frequency. Bandwidth is about 3300 HzHertz (Hz), unit of frequency, defined as one cycle per second (1 Hz)..
