I think that's just some FMFrequency Modulation open carrier without any modulation on it. You also seem to have significant FMFrequency Modulation-bleeding as I see FMFrequency Modulation broadcast wideband station images in your IQ file. They shouldn't be there in the 700 MHzMegaHertz (MHz) 10^6 Hz's. You may need to get a FM band-stop filter. --Cartoonman (talk) 10:43, 11 December 2016 (NZDT)
