Poss P25/ENC?? The NAC if $165 in MI is the FBI where in MI are both Freqs being heard ??

I should've posted location sorry. It's somewhere around Rockford, near Algoma (where I live), where state police could be using. Also freqs should be 170.275 and 170.675 MHzMegaHertz (MHz) 10^6 Hz. Now if FBI is using these in Michigan, and being based in Washington, maybe a separate transmitter tower broadcasting them? Or just An FBI base in Grand rapids? I knew it had to be something with governmentals. US has government frequencies via 400 MHzMegaHertz (MHz) 10^6 Hz. Ywsia1

UPDATE, DSD+ has actually decoded 5-9 radio records out of this whole recording, it is indeed P25 encrypted voice, but will need to lookup these records for such.
