This is indeed military... I've received this countless times, and it turns out this is part of a network of military satellites known as Milstar. There's five operational right now. What op received here is its UHFUltra High Frequency (300-3000 MHz) FHSS downlink (it has ones in SHF and even EHF), and sounds like water droplets: hence its nickname "Waterdrops". And based on the fact that you're receiving it in Australia pretty well, I'm pretty confident that you're picking up USA 157 (aka DFS-4). Really cool stuff, but don't think about it too much:

"Milstar is a joint service satellite communications system that provides secure, jam resistant, worldwide communications to meet essential wartime requirements for high priority military users."[2]
