The tiny chirps are Sensus water meters. They are FHSS with ASKAmplitude-Shift Keying encoded data.

This is a picture of an antenna very close (4 in) away from such a meter. The strong chirps that have 11 stronger signals (that start at 908MHz and end at 923MHz) are from the same device.
